STUDENTS NONRESIDENT STUDENTS

 

  1. The parent or student must complete an Application for Student Transfer to Nonresident District, available in the District Administration Office.
  2. The request will be reviewed by the building principal. If needed, the principal may meet with the parent and/or student to review the application. The principal shall then make a recommendation to the superintendent for acceptance or denial of the request, following the guidelines set forth in Policy 3141.
  3. The Superintendent shall review the application and the principal's recommendation for non-resident admission and render a decision of acceptance or denial of admission.

NOTE: The primary determining factor for acceptance or denial of a non-resident application for admission shall be: available staff, space, and program. Non-resident applications will be denied on the basis of financial hardship to the district.

 

CONDITIONAL ACCEPTANCE

Conditional acceptance of non-resident students may be granted based on the following criteria:

Impose conditions of conditional acceptance up front, in writing, with the parent. Parent signature is required. The condition of acceptance must relate specifically to that student. (e.g.; If a student was suspended long-term or expelled from another district, the letter of agreement with the parent would have to cite the specific area of difficulty such as fighting, substance abuse, weapons in school, etc.) The letter of agreement should reference WAC 392-137-230 and Board Policy 3141.

The condition of enrollment should be specifically for a certain behavior. We cannot generalize all behaviors.

Indicate in the letter of agreement that the student is accepted conditionally and that if specific behaviors or reasons are exhibited, the acceptance shall be terminated.

NOTE: Conditional acceptance in a specific grade or course may be granted based on successful completion of a pre-determined academic summer school program.

Use conditional acceptance sparingly and evaluate each application and condition of acceptance on a "case by case" basis.

5.

Conditional acceptance should always be used when enrolling a student in May for the following school year. In the event the classes are full, then the conditional acceptance would be rejected.
