STUDENTS STUDENT FUND RAISING ACTIVITIES
The board acknowledges that the solicitation of funds from students, staff and citizens must be limited since students are a captive audience and since solicitation can disrupt the program of the schools. Solicitation and collection of money by students for any purpose including the collection of money in exchange for tickets, papers, magazine subscriptions, or for any other goods or services for the benefit of an approved school organization may be permitted by the superintendent providing that the instructional program is not adversely affected.
The superintendent shall establish rules and regulations for the solicitation of funds by approved school organizations, official school-parent groups and by outside organizations. The principal shall distribute these rules and regulations to each student organization granted permission to solicit funds.
Student Fund Raising for Charitable Purposes
Student fundraising for charitable purposes is permissible when specifically pre-approved by the building principal. Funds raised by students for charitable purposes will be considered private funds and will be subject to all district fundraising policies and procedures. These funds will be held in trust in one or more separate accounts within the district ASB fund and will be disbursed for the purpose determined by the student group(s) conducting the fundraiser.
The district shall withhold an amount (or otherwise be compensated) for the direct costs of its services when appropriate.
Prior to participation in the fundraiser, supporters and prospective customers must be notified of the intended use of the proceeds and informed that the proceeds are not ASB funds, but will be held in trust by the district exclusively for the specified purpose(s).
As provided by RCW 28A.325.030, charitable purpose does not include any activity related to assisting a campaign for election of a person to an office or for the promotion of or opposition to a ballot proposition.
The Superintendent shall establish procedures pertaining to fundraising for charitable purposes.
